Adult Redeploy Illinois (ARI)

Adult Redeploy Illinois (ARI) was established by the Crime Reduction Act (Public Act 96-0761) and allows diversion of non-violent offenders from state prisons by providing community based services.  It is  based on the premise that crime can be reduced and the costs of the criminal justice system can be controlled by understanding and addressing the reasons people commit crimes.  By accurately assessing for risk, assets, and needs, it is possible to identify which people should be sent to prison and which can be effectively supervised locally.

ARI seeks to end the vicious cycle of crime and incarceration by providing substance abuse treatment, mental health treatment, and supportive services to the participants.  The program seeks to rehabilitate offenders and to prevent future involvement in the criminal justice system.

Recognizing the need to divert more non-violent offenders from expensive incarceration in the Illinois Department of Corrections, Will County Adult Redeploy Illinois seeks to improve access to community based services by increasing capacity in its Specialty Courts.  Evidence-based practices in assessment, supervision, treatment, and community involvement improve public safety and offender outcomes.

  1. Non-violent offenders with a Class 2, Class 3, or Class 4 felony
  2. No pending DUI's
  3. Felony traffic cases will be reviewed on a case by case basis
  4. Resident of Will County (excluding WCADF)
  5. No crime of violence in the past 10 years (excluding incarceration time)
  6. Must be statutorily eligible for alternatives to incarceration
  7. Offenses specified in 730 ILCS 5/5-5-3 dispositions are NOT eligible
  8. Crime is a result of either substance abuse, mental health issues, or criminal thinking behavior
  9. The Will County State's Attorney's or his designee has absolute discretion as to denial of an applicant for the ARI program
Substance Abuse
If a defendant suffers from substance abuse issues, the defendant will be initially assessed to determine the appropriate level of treatment.  Treatment may include all or some of the following:
  • Substance abuse treatment on an inpatient or outpatient basis
  • Urinalysis or other testing for drugs and alcohol will be conducted at each court appearance.  Participants will also be required to use a 24 hour call-in system to determine random testing
  • Attendance at self-help meetings and relapse prevention groups
  • Regular court appearances based upon progress
  • SCRAM monitoring bracelets to monitor alcohol intake
  • Regular meetings with a case manager or probation officer based upon progress
  • Must cooperate and sign all releases of information required by the Court
  • Graduated sanctions and incentives for behavior will be implemented

Mental Health

Comprehensive mental health services, immediate sanctions and incentives, and support services from the court team help offenders improve their ability to independently manage their psychiatric condition and improve relationships.  Mental health treatment may include all or some of the following:

  • Regular appointments with a therapist, psychiatrist, or psychologist
  • Mental health related programs and Psycho-educational classes
  • Intensive and supportive case management services
  • Social services, including but not limited to, education, vocational, or employment

Program Requirements

  • LSI-R and other risk assessments
  • Comprehensive substance abuse assessment
  • Mental Health assessment
  • Completion of Moral Reconation Therapy (MRT) program
  • Completion of "Thinking for a Change" Curriculum
  • Employment Program
